PV Subsidy Policies in Europe

The EU recommends initiatives to accelerate the achievement of REPowerEU's goals.

In March of this year, the European Union announced two draft policies to accelerate the accomplishment of REPowerEU's aim of 45% of Europe's total installed capacity from renewable energy sources by 2030 (approx. 1,236 GW) and 600 GW of new photovoltaic (PV) installations. The Net Zero Industry Act and the Critical Raw Materials Act will be implemented in tandem with the EU's previously announced Green Deal Industrial Plan.

The Green New Deal Industry Plan, which is supported by a number of policies, is seen as a powerful response to the US Inflation Reduction Act, which was passed last year. The Inflation Reduction Act is expected to invest $369 billion in renewable energy over ten years, including additional subsidies and tax breaks for photovoltaics, wind power, energy storage, and other areas, while the EU is also talking about expanding investment and subsidies.

In addition to the EU-led policy, a number of European countries have recently updated their renewable energy targets for 2030, including Italy, which announced that the PV installed target increased from 52 GW to 79.9 GW, an increase of about 53%, and Spain, which increased from 39 GW to 76 GW, an increase of a staggering 94%, and Germany, which increased from 200 GW to 76 GW, an increase of an amazing 94%.

The purchase of a new charging station (e.g. wallbox) with a minimum charging capacity of 11 kilowatts (kW)

The purchase of a new photovoltaic system with at least 5 kilowatt peak (kWp) power output

The purchase of a new solar energy storage unit with a storage capacity of at least 5 kilowatt hours (kWh).

The installation and connection of the entire system, including all installation work.

An energy management system to control the entire system

Subsidy requirements include:

You create the charging station, photovoltaic system and solar electricity storage system brand-new.

You have not yet ordered any of these components at the time of application.

You own an electric car (not a hybrid vehicle) that is registered to you or a person living in your household, or you have ordered an electric car at the time of application.

Note: If you lease the electric car privately, the lease contract must have a term of at least 12 months. A company or company car does not meet the eligibility requirements.

Your residential building already exists and you already live in it.

Grant amount and payment

The funding is divided into the following parts:
1.Charging station: 600 euros lump sum - or 1,200 euros lump sum if bidirectional charging capacity is available.
2.Photovoltaic system: 600 euros per kWp, with a maximum of 6,000 euros.
3.Solar power storage unit: 250 euros per kWh, with a maximum of 3,000 euros.

Your project can get a maximum award of 10,200 euros. The grant will be deposited directly into your account.
You will not be able to get funding if the overall expenditures of your project are less than the award amount.
The award cannot be combined with other forms of support such as loans, allowances, or grants.

New subsidy policy in France in 2023

The incentive for installing solar panels was enhanced in 2023.

Solar energy has become more accessible to private consumers due to reducing installation prices, in addition to its financial and environmental benefits. Greenpeace reports that the average cost of a domestic solar system has dropped from 12,000 euros in 2010 to roughly 7,500 euros in 2022.

Furthermore, French residents who want to install solar panels can take advantage of a variety of appealing financial incentives. The Energy Transition Tax Credit (CITE) is one of these. Part of the cost of installing solar panels can be deducted from income tax under this arrangement, lowering the total cost of the investment. In addition to the CITE, there are local grants available, such as those from the Agence Nationale de l'Habitat (ANAH), which provide financial assistance for energy improvement projects like as solar panel installation.

The government may also provide an incentive for self-consumption. Subject to specific restrictions, this is accessible and ranges from €110 to €500 per kWp depending on the size of the photovoltaic system. Last September, Prime Minister Elisabeth Borne stated that the scheme will be extended until 2023. Households that install solar panels in 2023 will be eligible for a €1,290 bonus for a 3 kWp installation and a €1,920 incentive for a 6 kWp installation. Individuals can also take use of a zero-interest eco-loan (PTZ). This might be used to fund a portion of their solar installation. The cost can range between €7,000 and €30,000.

New subsidy policy in Italy in 2023

There are two sorts of incentives for installing solar panels in 2023.
The first is the IRPEF deduction of 50% of the costs of purchasing and installing the PV system.

The second is the 90% superbonus (reduced from 110% to 90% in 2023) for solar installations and storage batteries, which are, however, lagged actions. Access is also restricted starting in 2023 based on household income, which must be less than 15,000 euros, and is only permitted for residences used as first homes.

The incentives stated that anyone producing electricity by installing a photovoltaic system that harnesses the sun's energy, producing energy from a renewable and non-polluting source, could access state funding for the remuneration of the kilowatt hours (KWh) produced at a price higher than the market price for a period of twenty years.

Those who have installed a photovoltaic system and produce electricity for their own usage (or even a surplus) will no longer have to pay electricity bills to the energy distribution business (subject to fixed costs of a few dozen euros per year). In fact, it will collect a contribution (called a'state financial incentive') directly proportional to the amount of energy produced over a twenty-year period.

The excess energy generated by a grid-connected solar system is subsequently sold to the utility provider.

A new subsidy for solar cells, known as a green deduction, went into effect on January 1, 2021. The solar cell grant is offered in the form of a 20% (formerly 15%) tax deduction on material and labor costs. The new investment subsidy for solar panels allows you to get up to SEK 50 000 per person every year.

A standard rate for material and labor expenses is utilized to apply the green tax deduction to a turnkey contract. According to the norm, material and labor costs account for 97% of the overall cost. As a result, the green tax credit is 19.4 percent of the total cost of solar cells (0.2*0.97 = 0.194).

NOTE! On January 1, 2023, the green tax deduction for solar cells was increased from 15% to 20%.

To summary, policy developments in European countries will increase demand for PV market terminals. PV module demand in the European market (including the UK) ranged between 92 and 114 GW in 2023, according to InfoLink. Although the short term is hampered by issues such as excess inventory and delayed grid connection progress due to a lack of work, it is expected that in the long run, in line with favorable policies and the optimization of supply chain technologies and costs, module demand in the European market will reach 141-160 GW by 2027, with a CAGR of about 7%-8.9%, indicating that the European PV market's growth potential is still present.

This week's mainstream transaction price of PV cells in China continued to fall slowly, with M10 cells costing 0.73 yuan (0.095 euros) / W, G12 cells costing 0.72 yuan (0.094 euros) / W, and M10 monocrystalline TOPCon battery costing 0.78 yuan (0.10 euros) / W.

From the supply side, the cell link still maintains full production, and the overall supply is more adequate; from the demand side, the module cost pressure transfer to the cell link, with part of the specialized module enterprises maintaining production cuts and reduced procurement demand for batteries; part of the battery enterprise forced to ship pressure, low price to keep a single, but the PV module enterprise price pressure mentality is strong, and it is expected that in the short term.

From the supply side, PV module start-up is primarily driven by first-line factory support, with some specialized PV module enterprises continuing to reduce production in response to upstream pressure; from the demand side, terminal demand increment is still lower than expected, PV module market competition is fierce, integration module enterprises continue to maintain a low price advantage, specialised module enterprises intend to raise, but price rise support is insufficient.

In the Chinese market, auxiliary materials, glass prices surged sharply this week, with 3.2mm thickness of glass standard price of 28 yuan (3.61 euros) / m2 and 2.0mm thickness of glass mainstream price of 20 yuan (2.58 euros) / m2 rising 7.69% and 11.11%, respectively. Recently, no new capacity has been added to the solar glass market; nonetheless, the price of soda ash remains high, forcing glass businesses to make upward adjustments due to cost pressures.

Globally, 239GW of new PV capacity was built in 2022, a 45% increase from 165GW in 2021.
SolarPower Europe revised the 2023-2027 Global PV Market Outlook on June 13 local time at the Intersolar Europe solar photovoltaic expo in Munich, Germany.

According to SolarPower Europe's analysis, there is 239GW of new PV installed capacity worldwide in 2022, a 45% increase from the previous year. According to the study, 2023 is likely to be another "boom year" for PV, with 341GW of new PV capacity being constructed during the year, reflecting a year-over-year growth rate of about 43%.

Photovoltaic technology continues to dominate the sector of renewable energy generation.

Because of the global energy crisis and government backing, worldwide renewable energy power generation capacity has increased in recent years. In 2022, 362GW of new installed renewable energy power generation capacity was available globally, representing an 18% increase over the previous year. Despite its small percentage, PV has consistently increased for many years, reaching 3.2% in 2020, 3.7% in 2021, and 4.5% in 2022, all at a quicker rate than other renewable energy sources.

When the growth rates of various power production methods are compared, solar comes out on top with a 24% growth rate, followed by wind in second place with a 16% growth rate during the last year. Other fossil fuels accounted for 10%, renewables accounted for 5%, hydropower accounted for 2%, coal accounted for 1%, and biomass accounted for 1%.
